THE use of foil insulation has been suspended nationwide this morning under the Rudd Government Home Insulation Program following the deaths of three Queenslanders.
The Courier-Mail reported calls yesterday for the immediate suspension of the program and a national judicial inquiry into the deaths.
This morning Environment Minister Peter Garrett said, ``safety of householders and installers is an absolute priority for the program’’.
``Metallic foil is conductive and when installed incorrectly, without undertaking the mandatory risk assessments and in breach of clear program requirements, this product can be dangerous.’’
In the statement, Mr Garrett acknowledged that safety messages, including the banning of metal staples last year, had not alleviated the associated dangers.
He said mandatory training for all insulation installers would commence on February 12.
National Electrical and Communications Association chief executive James Tinslay said it had been irresponsible for the Government to roll the program out without the appropriate training programs in place.
A 25-year-old man killed in far north Queensland on Thursday is suspected of using metal staples that had been banned.
His deaths followed the death of a 25-year-old, also suspected to be using metal staples, in Meadowbrook in October, and a 16-year-old in Stanwell in November.

Foam and bats can catch fire
Gutters, taps and stormwater dripping from live roofs are potentially lethal for people living below.
Electricians have now urged residents who suspect they live beneath foil insulation to stay out of their roof spaces.
Master Electricians Australia chief executive Malcolm Richards said residents could take a lethal step if they entered the space or touched the insulation.
Gutters, taps and even storm water dripping from live roofs could also pose a threat to people living beneath dodgy foil insulation.
"If you even feel a tingle in your hand when you touch a tap at home I'd be very concerned immediately," Mr Richards said.
But Brisbane foil insulation installer Charlie Baxter pointed out insulation bats and foam could catch fire and also posed risks.
"It is certainly inappropriate to tar the whole industry with a few dodgy operators," Mr Baxter said.
Mr Richards said it was only homes retrofitted with the foil insulation under the Government subsidy program that posed a risk.
"There are thousands of new homes fitted with foil every year, but we don't believe these pose a risk and usually they have been tested by an electrician before people move in to the house."
National Electrical and Communications Association chief executive James Tinslay urged residents with foil installed under the Government program to have homes inspected.
"The bottom line is that there is a need to have your home thoroughly inspected as soon as possible," Mr Tinslay said.
"There was a huge spike in the market for these services and people weren't trained appropriately."
The Queensland Council of Unions welcomed the the suspension of foil insulation under the Federal Government's Home Insulation Program because it would "go a long way towards protecting the health and safety of workers in the industry".
"One death is one too many and we have seen four nationwide in the industry since the rebate scheme was introduced," QCU assistant general secretary Amanda Richards said.
Four insulation installers - three from Queensland - have died since the start of the Federal Government's Home Insulation Program.
In October last year, an installer was electrocuted while putting foil insulation in a Brisbane home's roof.
The following month, a 16-year-old worker was electrocuted while installing insulation at Stanwell, southwest of Rockhampton.
The same month, a 19-year-old insulation worker died in Sydney after emerging from the searing heat of a roof space.
And earlier this month, a 25-year-old worker was electrocuted while working in a ceiling at Millaa Millaa, southwest of Cairns.

ENVIRONMENT Minister Peter Garrett has just announced the Federal Government will pay for safety checks on every home fitted with foil insulation.
Mr Garrett told a press conference in Canberra that it appeared that the proportion of electrical safety issues was higher than first thought.
The Commonwealth will also fix any safety problems identified and attempt to recover the costs from the original installers.
The checks - estimated to cost about $200 per home - are expected to cost the Government at least $7m.
Until today, Mr Garrett would only commit to inspecting 10 per cent of the 37,000 homes affected by foil insulation, which has come under scrutiny after three young installers were electrocuted.
Earlier today, Mr Garrett told ABC radio his office would meet with Master Electricians Australia, which has repeatedly raised concerns about the safety of foil installations.
But in that interview, he would not commit to a complete audit of all houses where Government-subsidised foil batts had been installed.
